Advocate Dean Gillespie

Dean is a former senior naval officer, staff qualified [Junior Staff and Command (1996), Joint Senior Staff and Command (2003) and Executive National Strategic Program (2009)], with 30 years of legal and peace keeping practice. Dean is a qualified combat officer, Marine Corps, and Advocate of the High Court of South Africa. He has worked as a military prosecutor, military defence counsel and military judge and as operational law advisor to a number of Force Commanders and as a Senior Staff Officer at the strategic level of joint, combined and multinational exercises and operations. He has previously worked for the UN as a Senior Staff Officer in DR Congo and Burundi. He has participated in the strategic level of planning of approximately 400 military operations over 14 years at Chief Joint Operations, Department of Defence.
After working in the peacekeeping environment and with the United Nations in various staff officer capacities, he resigned from the Department of Defence and joined the United Nations Mission in South Sudan (UNMISS) in early 2012 where he worked as a senior advisor in the Rule of Law and Security Institutions Support Office, overseeing the Military Justice Advisory Section, Security Sector Reform and the front office of the Unit. On the change to the Mandate in 2014 where capacity building to government was terminated, Dean was hired by the former DSRSG (RC/HC/RR), Mr Toby Lanzer for a period of two years (ending December 2016) to manage the Child Protection Unit where he acted as the UNMISS senior child protection advisor. In this capacity he often acted as OiC for the Office of the DSRSG. In 2015, the Special Representative to the Secretary General at the time, Ms Ellen Loj, also appointed Dean as the UNMISS Focal Point on Detention and the Chairperson for Security of the Protection of Civilians Sites. Dean left the UN at the end of 2016 and returned to South Africa, where, he founded KICG.
